Best HR Chatbots: Real Costs at 200 and 2,000 Employees, Examples and Honest Picks

Best HR Chatbots compared on real costs, examples and honest picks, including MeBeBot, Workativ, Microsoft 365 Copilot, Workday and SAP Joule.
Why you can trust this guide: we take every price straight from the vendor website, we tell you when a price is not published, and no vendor pays to be listed or ranked. Some links may earn us a commission at no extra cost to you. How we make money.

For most mid-size companies, the best HR chatbot is MeBeBot if you want simple per-employee pricing, or Workativ if you want a flat platform fee. Already run Workday, SAP SuccessFactors or Microsoft 365 Copilot? Start with the assistant you already own. Large enterprises should shortlist Moveworks and Leena AI. For high-volume hourly hiring, pick Paradox.

Quick answer card: MeBeBot or Workativ is the best HR chatbot for most mid-size companies, with Moveworks, Leena AI and Paradox for large enterprises.

Here is my advice before you compare anything. The AI model matters less than you think. What matters is how the vendor bills you. It also matters if your HR policies are written down well enough for a bot to read. A per-employee price that looks tiny at 200 people becomes a five-figure cost at 2,000. A flat platform fee can work the other way. And no chatbot can answer a leave question your handbook doesn’t answer.

I took prices and plan details from each vendor’s own pricing page or docs in September 2026. When a vendor only gives quotes, I say so instead of guessing.

What Is an HR Chatbot, and What Are You Actually Buying?

An HR chatbot is an AI assistant that answers employee questions about pay, leave, benefits and policy. Better tools also do the task, like submitting a time-off request. It runs in Slack, Teams or your HR system. It reads your policy documents and hands sensitive cases to a person.

Three kinds of products share the name. First, employee helpdesk bots (MeBeBot, Workativ, Leena AI, Moveworks). Second, built-in assistants inside software you may already pay for (Workday, SAP Joule, Microsoft Copilot). Third, recruiting bots that talk to candidates (Paradox). Mixing these up is the most common buying mistake. For the wider software category, see our SaaS guides.

HR chatbot examples: the questions employees really ask

Wondering what an HR chatbot handles each day? These types of questions make up most of the volume:

  • Balances and records: “How much PTO do I have left?” or “What’s my employee ID?”
  • Pay: “Why is my paycheck lower this month?” or “Where do I find my W-2?”
  • Benefits: “When does open enrollment close?” or “Is my partner eligible for dental?”
  • Policy lookups: “How many weeks of parental leave do we offer?” or “Can I expense a home office chair?”
  • Transactions: “Book Friday off,” “Update my home address,” “Send me an employment verification letter.”
  • Handoffs: anything about harassment, a medical situation or a complaint should go straight to a human. A good bot knows that.

Most of these just need good documents. Transactions need a live link to your HRIS. That is where the price and setup time jump.

What an HR Chatbot Really Costs at 200 and 2,000 Employees

If you have 200 employees, a dedicated HR chatbot costs roughly $4,000 to $10,000 a year at public list prices. At 2,000 employees, per-employee pricing climbs to about $48,000 to $60,000 a year. A session-based plan depends on how many conversations your staff really have.

Here is the math using only published prices. I list the assumptions so you can swap in your own numbers.

Tool 200 employees (per year) 2,000 employees (per year) What drives the bill
MeBeBot Essential $8,400 ($3.50 x 200 x 12) $48,000 ($2.00 x 2,000 x 12) Headcount, not usage
MeBeBot Professional $9,600 ($4.00 x 200 x 12) $60,000 ($2.50 x 2,000 x 12) Headcount; adds integrations and Smart Search
Workativ Business $4,188 at monthly billing, if you stay under 500 chats a month Likely Enterprise (quote only) once chats pass 500 a month Chat sessions; 15% off with yearly billing
Microsoft 365 Copilot $43,200 if all 200 get Copilot Business at $18 $720,000 if all 2,000 get Copilot at $30 (plus the required Microsoft 365 plan) Per-user licenses plus Copilot Studio capacity ($200/month per 25,000 credits)
Workday, SAP Joule Complimentary credits or base AI may cover light use Quote only past the free allotment Credits or AI Units per action
Moveworks, Leena AI, Paradox Quote only Quote only Custom contract

Three things stand out. First, the Microsoft numbers are only a fair comparison if you would buy Copilot anyway for writing and email. Microsoft also documents a pay-as-you-go option for employees without a Copilot license. That suits an HR-only rollout. Second, Workativ’s flat fee is great value at 200 people. But one busy benefits season can push you past 500 sessions. Third, MeBeBot’s rate per employee drops as you grow. But you pay for every employee, whether they ever open the bot or not.

Also plan for a hidden cost. Your HR staff will spend time fixing up the handbook and benefits summaries before launch. That cost is the same no matter which tool you pick.

What Makes the Best HR Chatbots?

The best HR chatbot is the one whose billing fits how your staff really ask questions. Judge five things. Can you see and forecast the price? What happens at usage limits? Can it complete tasks through your HR system? Where does it run (Slack, Teams or your HRIS)? Does it hand sensitive cases to a person?

We compared each tool using its public pricing page, product pages and official docs. My tip is to count your real questions first. Low volume favors a flat fee. High volume favors per-employee pricing. Ask how “employee” is defined and what renewal will cost. No bot answers well if your handbook is out of date. So check your documents before any demo.

HR chatbot picks by use case: MeBeBot for SMB and mid-market, Workativ for a flat-fee bot, Workday Agent for Workday users, Moveworks for enterprises.

Best HR Chatbots for Small and Mid-Size Companies

If your company has about 50 to 1,500 employees, MeBeBot and Workativ are the two tools with prices you can see before a sales call. MeBeBot bills per employee and suits HR teams that want answers in Slack or Teams fast. Workativ bills per chat session and suits teams sharing one bot across HR and IT.

1 MeBeBot: Best for SMB and mid-market in Slack or Teams

MeBeBot is an HR answer bot. You can see its per-employee price before any sales call.

What it does well. Your bill follows your headcount, so finance can forecast it. It runs inside Slack and Microsoft Teams. The rate per employee drops as you grow.

Key features:

  • Runs inside Slack and Microsoft Teams
  • Three tiers: Essential, Professional and Enterprise
  • Professional adds Smart Search and integrations
  • 7-day free trial

Pricing. Essential costs $3.50 per employee per month for companies with up to 750 employees. It drops to $2.50 at 1,000, $2.00 at 1,500 to 3,000 and $1.50 at 4,000 to 5,000. Professional costs $0.50 more per employee at each band ($4.00 at the smallest size). Enterprise is custom. See MeBeBot pricing.

Best for: You, if you have 100 to 1,500 employees and a small HR team buried in repeat questions. It also fits if you need a price you can give your CFO today.

Limitations. Essential is mostly a knowledge bot. To pull a live PTO balance, you need Professional. You pay for every employee, even those who never open the bot. So skip it if most of your staff work away from a desk and never open Slack or Teams.

2 Workativ: Best for a flat-fee HR and IT helpdesk bot

Workativ is an HR and IT bot priced by chat session. It has no per-user fees.

What it does well. You pay one flat fee for HR and IT on a single bot. Workativ says its bot can take HRIS actions and pass chats to a live agent inside Slack and Teams (vendor claim).

Key features:

  • 500 AI chat sessions on Business
  • Learns from up to 10 million characters of your documents
  • 2 AI agents, 5 actions and 3 admins or live agents
  • Keeps your data for 60 days

Pricing. Business is $349 a month, with 15% off if you pay yearly. There are no per-user fees. Enterprise is custom and adds more sessions and custom integrations. You can get a free demo. No trial is listed. See Workativ pricing.

Best for: You, if your few hundred employees ask questions in bursts. It also fits if you want HR and IT on one bot for one flat fee.

Limitations. Watch the 5-action limit on Business. Each workflow counts, and five goes fast if IT shares the bot. Expect thousands of conversations a month? Then you will be pushed to an Enterprise quote. One busy benefits season can push you past 500 sessions.

Best HR Chatbots Built Into Software You Already Own

If your company already pays for Workday, SAP SuccessFactors or Microsoft 365, check the built-in assistant before you buy anything else. These tools already have your employee data and permissions. So they can do tasks like time-off requests, not just answer questions. The catch is AI pricing based on usage, which is rarely published.

3 Microsoft 365 Copilot Employee Self-Service Agent: Best for Microsoft-first companies

The Employee Self-Service agent is a ready-made HR and IT agent. It runs in Copilot and Teams.

What it does well. Microsoft’s docs say it includes the Workday, SAP SuccessFactors and ServiceNow premium connectors at no extra cost. You still need licenses for those systems. Employees without a Copilot license can use the agent through pay-as-you-go Copilot Studio billing.

Key features:

  • Ready-made HR and IT agent in Copilot and Teams
  • Premium connectors for Workday, SAP SuccessFactors and ServiceNow at no extra cost
  • Uses agent flows in Copilot Studio
  • Pay-as-you-go option for employees without a license

Pricing. Microsoft 365 Copilot costs $30 per user per month paid yearly for enterprises. Copilot Business for smaller companies is $18 per user per month paid yearly, down from $21. It needs an annual commitment. Copilot Studio credits cost $200 a month for 25,000 credits. See the Employee Self-Service prerequisites.

Best for: You, if you run on Microsoft 365 and Teams and have an IT admin who is comfortable with Copilot Studio.

Limitations. You must set up Copilot Studio capacity. This is a build, not a plug-in. So skip it if no one can own the setup. It is a poor fit if your company uses Slack or Google Workspace.

4 Workday Self-Service Agent: Best for existing Workday HCM customers

Workday’s Self-Service Agent is a bot built into Workday. It can complete HR tasks, not just answer questions.

What it does well. It checks PTO balances and submits time-off requests. It handles expenses, updates profiles and explains pay changes. If you use Workday, it is the fastest way to get a bot that can really do things.

Key features:

  • Checks PTO balances and sends time-off requests
  • Handles expenses and profile updates
  • Explains pay changes
  • Works in Workday, Slack, Microsoft Teams, Google Gemini and Microsoft 365 Copilot

Pricing. Workday prices AI through Flex Credits. Customers get a free yearly allotment of Flex Credits based on company size. An information retrieval skill uses 1 credit per action. The credit price itself is not published. See the Workday Self-Service Agent.

Best for: You, if Workday is already your main HR system.

Limitations. You can’t buy it on its own, so it only helps Workday customers. Once you use up the free allotment, pricing is quote only.

5 SAP Joule for SuccessFactors: Best for SAP SuccessFactors customers

Joule is SAP’s AI assistant. A base version comes with standard cloud subscriptions.

What it does well. If you already run SuccessFactors, you can test it at no extra license cost. Document grounding lets Joule read your own policy files.

Key features:

  • Joule Base included in Base AI
  • Joule Premium for human capital management
  • Reads your own policy files (document grounding)
  • Premium features billed through AI Units

Pricing. Base AI, including Joule Base, is listed at $0 a month. Premium AI, including Joule Premium, is quote only. It is billed through AI Units. Depending on the feature, that is per user per month or by usage. Document grounding uses 0.005 AI Units per record. See SAP Business AI pricing.

Best for: You, if you use SuccessFactors and want to test an HR assistant at no extra license cost.

Limitations. Skip it if your policies are stored outside SAP and Premium isn’t in your budget. Premium pricing is not published.

Best HR Chatbots for Large Enterprises and Recruiting

Have more than a few thousand employees? Moveworks and Leena AI are the usual shortlist for an employee service bot across HR, IT and finance. Neither publishes prices, so expect a sales process and a custom contract. If you hire hourly staff at volume, Paradox is made for candidates, not employees.

6 Moveworks (now part of ServiceNow): Best for large enterprise HR and IT

Moveworks is an enterprise AI assistant for HR, IT and other departments. ServiceNow now owns it.

What it does well. ServiceNow finished buying Moveworks on December 15, 2025. ServiceNow says it will bring Moveworks’ AI Assistant, enterprise search and reasoning engine into its platform. It noted about 250 customers already used both.

Key features:

  • One assistant for HR, IT and other departments
  • AI Assistant and enterprise search
  • Reasoning engine moving into ServiceNow

Pricing. Quote only, with no billing basis listed. You can only get a demo. See Moveworks pricing.

Best for: You, if you are a large ServiceNow shop that wants one assistant for HR, IT and other departments.

Limitations. It is a poor fit if you have fewer than a few thousand employees or don’t use ServiceNow. Not on ServiceNow? Ask in writing how long a standalone Moveworks contract will be supported.

7 Leena AI: Best for enterprise HR service delivery

Leena AI is a service platform built for HR first. It is aimed at large companies.

What it does well. It covers policy questions, tickets and surveys. Leena says it saves 70% of the time spent on HR tickets (vendor claim).

Key features:

  • HR-first design
  • Policy questions and HR tickets
  • Employee surveys
  • Enterprise controls

Pricing. Personal quotes only, with no per-employee price. You can only get a demo. See Leena AI pricing.

Best for: You, if HR (not IT) owns the project and you want an HR-focused vendor with enterprise controls.

Limitations. Skip it if you need a price in hand before you talk to sales.

8 Paradox (now part of Workday): Best for high-volume hourly recruiting

Paradox is a recruiting assistant. It talks to job candidates, not your current employees.

What it does well. Its assistant, Olivia, screens candidates, answers their questions and books interviews by text. Workday finished buying Paradox on October 1, 2025.

Key features:

  • Olivia assistant for candidates
  • Candidate screening
  • Interview scheduling by text
  • Answers candidate questions

Pricing. Prices are not shown on its site. You get a quote after a demo. See Paradox.

Best for: You, if you hire hundreds of hourly workers a month in retail, restaurants or logistics.

Limitations. It is not a bot for your current employees. If that is what you need, skip it.

A quick note on Espressive, which shows up on many older lists. Resolve bought it on September 10, 2025. Now espressive.com redirects to Resolve, which focuses on IT automation. Is Espressive Barista on your shortlist? Confirm the HR roadmap before you sign.

How to Choose an HR Chatbot: Six Checks Before You Sign

Buyer's checklist for choosing an HR chatbot: count real questions, audit documents, check limits, confirm headcount basis, test sensitive handoffs.
  1. Count your real questions first. Export a month of HR emails or tickets. Fewer than a few hundred? A flat-fee plan wins. Thousands? Compare per-employee pricing.
  2. Audit your documents. Is your parental leave policy stuck in a 2019 PDF and three Slack threads? Fix that before any demo. Every tool answers only as well as its sources.
  3. Ask what happens at the limit. Session caps, credit allotments and action limits all come with overage terms. Get those terms in writing. That matters most for open enrollment month.
  4. Check the headcount basis. Per-employee plans may bill every active employee in your HRIS. That can include contractors and seasonal staff. Ask how “employee” is defined.
  5. Watch renewals and promotions. Microsoft labels its Copilot Business price as reduced. It comes with an annual commitment that renews on its own. Ask what the renewal price will be.
  6. Test sensitive handoffs. Type a harassment question during the trial. The bot should hand you off to a person.

How We Evaluated

We used each vendor’s public pricing page, product pages and official docs. We also used acquisition news from ServiceNow, Workday and Resolve. All of it was checked in September 2026. We did not run our own benchmarks or use these tools in a live HR setting. So we label feature claims as vendor claims. No provider pays for placement. Read our editorial policy for details, or browse more AI tool guides.

The Bottom Line

Do you run Workday, SAP SuccessFactors or Microsoft 365? Start with the assistant you already own, and price its credits before you shop. Need a standalone bot with a visible price? MeBeBot is the easiest to budget by headcount. Workativ is cheaper for smaller teams with a moderate number of chats. Large enterprises should shortlist Moveworks (especially on ServiceNow) and Leena AI, and expect custom quotes. Pick Paradox for recruiting, not employee support. Whatever you choose, clean up your HR documents first.

Frequently Asked Questions

What is an HR chatbot?

An HR chatbot is an AI assistant that answers employee questions about pay, leave, benefits and company policy. It usually works inside Slack, Microsoft Teams or an HR portal. Better tools also complete tasks by connecting to your HR system. For example, they can submit a time-off request or update an address. Sensitive topics like complaints or medical issues should always go to a person.

What are some HR chatbot examples?

Here are common examples. An employee asks how much PTO they have left. Another asks when open enrollment closes, or why their paycheck is lower. Someone else asks for an employment verification letter. Tools that handle these include MeBeBot, Workativ, Microsoft’s Employee Self-Service agent and Workday’s Self-Service Agent.

How much does an HR chatbot cost?

Published prices start at $3.50 per employee per month for MeBeBot. Workativ’s Business plan is $349 a month with 500 chat sessions. For 200 employees, that is roughly $4,000 to $10,000 a year. Enterprise tools like Moveworks, Leena AI and Paradox are quote only. Workday and SAP price AI through usage credits.

Is there a free HR chatbot?

Not a full one. SAP includes Joule Base at no extra cost in standard cloud subscriptions. Workday gives customers a free allotment of Flex Credits. Microsoft includes Copilot Chat with eligible Microsoft 365 plans. MeBeBot offers a 7-day free trial. But each of these still assumes you already pay for the HR or productivity software underneath.

Can an HR chatbot replace HR staff?

No. It takes away repeat questions like PTO balances and policy lookups. That gives your HR team time for work that needs judgment, like employee relations, investigations and benefits decisions. Plan for the bot to handle routine questions and pass along anything personal or sensitive.

Did ServiceNow buy Moveworks?

Yes. ServiceNow finished buying Moveworks on December 15, 2025. It says it is bringing Moveworks’ AI Assistant and enterprise search into the ServiceNow platform. Moveworks pricing is still quote only. Not a ServiceNow customer? Ask how long standalone contracts will be supported before you sign a multi-year deal.
