Best Performance Management Software: Real Costs at Every Team Size and Honest Picks

Performance management software compared on real cost at 20, 50, 200 and 1,000 staff
Why you can trust this guide: we take every price straight from the vendor website, we tell you when a price is not published, and no vendor pays to be listed or ranked. Some links may earn us a commission at no extra cost to you. How we make money.

The best performance management software depends on your size. Small teams on a budget should pick Effy AI. Growing mid-size companies should pick Lattice or 15Five. Pick Teamflect if your team works all day in Microsoft Teams. Pick Betterworks if you have 500 people or more. PerformYard fits HR teams that want to keep their own review process.

Quick answer card on performance management software: Effy AI, Lattice, 15Five, Teamflect, Betterworks and PerformYard

Here is my advice before you compare anything. Don’t pick a tool for its AI. Look at how the vendor bills you. A $10 seat price means nothing if there is a $4,000 yearly minimum and you have 20 people. A flat fee that looks high at 30 employees can be the cheapest choice at 200. So we priced every tool at four company sizes before we ranked anything.

I took every price and plan limit below from each vendor’s own pricing page in September 2026. If a vendor only gives quotes, we say so. We don’t guess.

What Is Performance Management Software, and What Are You Actually Buying?

Performance management software runs your review cycles, goals, one-on-ones and ongoing feedback in one place. The AI mostly writes first drafts of reviews, sums up peer feedback and suggests goals. What you are really buying is a process that gets managers to finish reviews on time. The AI saves them writing time.

Most tools are sold in modules. “Performance” usually means reviews, 360 feedback and calibration. Goals, surveys, pay planning and learning cost extra. So two tools with the same starting price can end up thousands of dollars apart.

Performance tools pull employee data from your HRIS. Still putting your HR tools together? Our guide to the best AI tools for HR shows how the pieces fit.

What Performance Management Software Really Costs at 20, 50, 200 and 1,000 Employees

For a 50-person company, list prices run from about $1,800 a year with Effy AI to roughly $6,600 with 15Five. At 200 people, the range is about $7,200 to $26,400. Minimums change the math for small teams. Lattice charges at least $4,000 a year, no matter how few seats you buy.

The table uses each vendor’s cheapest plan that has performance reviews. It is billed yearly, with no add-ons or discounts. Think of these as the lowest you will pay.

Tool (plan) 20 employees 50 employees 200 employees 1,000 employees
Effy AI (360 reviews, $3, one cycle per person per year) $720 $1,800 $7,200 $36,000
Betterworks (Performance, $8, plus implementation) $1,920 $4,800 $19,200 $96,000
Teamflect (Essential, $9) $2,160 $5,400 $21,600 $108,000
Lattice (Performance, $10, $4,000 minimum) $4,000 $6,000 $24,000 $120,000
15Five (Perform, $11) $2,640 $6,600 $26,400 $132,000
PerformYard ($5 to $15) $1,200 to $3,600 $3,000 to $9,000 $12,000 to $36,000 $60,000 to $180,000
Workleap (Standard, flat) From $4,999 From $4,999 From $4,999 Quote (250+ employees)
Leapsome and Culture Amp Quote only

Three things stand out. First, at 20 people, Lattice’s minimum comes to about $16.67 per seat per month. That is well above its $10 list price. Second, Workleap’s flat fee is costly for a 20-person startup. But it could be the cheapest choice at 200 people, if the “starting at” price still holds at that size. Ask for the exact tier in writing. Third, at 1,000 people, a $3 gap per seat adds up to $36,000 a year.

Now add the modules you will actually use. Lattice Goals and OKRs costs another $8 per seat, and Engagement another $4. Effy AI charges $2 per seat for goals. It also charges $6 instead of $3 per seat if you run more than one review cycle a year. A 200-person team on Lattice Performance plus Goals pays about $43,200 a year before any haggling.

What Makes the Best Performance Management Software?

The best performance management software fits your company size and review process. Its price should still make sense at your real headcount. It should skip minimums that punish small teams. It should be clear about setup costs and renewal terms. It also needs to connect to your HR data, so new hires show up without typing them in.

We used each vendor’s own pricing page and product docs. Our cost numbers use list prices with yearly billing. Reviews plus goals plus surveys can double the price per seat. So only buy the modules you will use this year. Ask for a cap on renewal price increases. Also ask how seats are counted if you grow partway through the contract.

Best performance management software by use case: Effy AI, Lattice, Teamflect and Betterworks for enterprises

Best Performance Management Software for Small Teams

Small teams should pick Effy AI if they mostly need 360 reviews with no contract. Pick Teamflect if everyone works in Microsoft Teams. Pick Workleap if you want one flat yearly price. All three skip the long setup and high minimums of big-company tools. Two of them have free plans you can start on today.

1 Effy AI: Best for small teams running 360 reviews

Effy AI runs 360 reviews for small teams. There is no contract, no minimum and a free plan.

What it does well. The AI builds review forms and sums up feedback. It also flags vague or biased comments before anyone sends them. It runs inside Slack and can be up and running within days.

Key features:

  • AI-built review forms
  • AI feedback summaries
  • Flags vague or biased comments
  • Runs inside Slack

Pricing. It costs $3 per seat per month, billed yearly, for 360 reviews with one review per person per year. For more than one cycle, it costs $6 per seat. Goals and OKRs add $2 per seat. It is free for up to 5 users, with no time limit. With the pay-per-cycle option, you only pay in the months you run reviews. There are no minimums, contracts or setup fees. Nonprofits get 30% off.

Best for: You, if you are a founder or a one-person HR team running one or two review cycles a year.

Limitations. It has no pay planning or learning library. Skip it if you want engagement, pay and performance in one tool.

2 Teamflect: Best for Microsoft Teams and Outlook companies

Teamflect puts reviews, goals and one-on-ones inside Microsoft Teams and Outlook.

What it does well. People run reviews in the apps they already use. Paid plans include setup help, training and a customer success manager at no extra cost. Professional gives you full access to its AI agent.

Key features:

  • Works inside Microsoft Teams and Outlook
  • Reviews, goals and one-on-ones
  • AI agent (limited on Essential, full on Professional)
  • Setup help and a customer success manager included

Pricing. Starter is free for up to 10 users. Essential is $9 per user per month, and Professional is $14 per user per month. Both are yearly prices, which save 22% over paying monthly. Both come with a 30-day free trial.

Best for: You, if your company runs on Microsoft 365.

Limitations. The free Starter plan has no AI, and Essential has only limited AI. Skip it if your team works in Slack or Google Workspace.

3 Workleap: Best for flat-fee budgeting under 250 people

Workleap, the company that makes Officevibe, sells performance management for one flat yearly fee.

What it does well. Standard includes the full review process, team health reports and AI analysis. Pro adds deeper insights, API access and SAML single sign-on. With a flat fee, you get a fixed budget line. You don’t have to do per-seat math.

Key features:

  • Full review workflow
  • Team health reports
  • AI analysis
  • API access and SAML SSO on Pro

Pricing. Standard starts at $4,999 a year and Pro at $11,999 a year. Both are billed yearly. If you have more than 250 employees, you get Enterprise pricing.

Best for: You, if you have 100 to 250 people and like a fixed budget line.

Limitations. If you have fewer than 40 people, per-seat tools cost far less.

Best Performance Management Software for Growing Mid-Size Companies

Mid-size companies of roughly 50 to 500 people have four good picks. Lattice is best for an all-in-one people platform. 15Five is best for coaching managers. PerformYard is best for a custom review process. Leapsome is best for tying performance to learning. Expect to pay $10 to $18 per person per month once you add goals or surveys.

4 Lattice: Best for mid-size all-in-one people platform

Lattice sells reviews, goals, engagement and more as modules on one people platform.

What it does well. Performance includes reviews, calibration, promotions, succession planning, performance improvement plans and one-on-ones. Lattice’s AI agent answers team questions. It also coaches managers using your people data. Lattice says setup costs nothing extra.

Key features:

  • Reviews, calibration and promotions
  • Succession planning and performance improvement plans
  • Goals and OKRs, Engagement, Compensation and Grow modules
  • An AI agent that coaches managers

Pricing. It is billed yearly, in US dollars only. Performance is $10 per seat per month, Goals and OKRs is $8 and Engagement is $4. Compensation adds $6 and Grow adds $4. The minimum yearly contract is $4,000. One odd thing: the pricing FAQ says Performance or Goals alone costs $8 a month. But the price list shows $10. Get the number in writing.

Best for: You, if you have 60 or more people and want reviews, goals and engagement from one vendor.

Limitations. With under 30 people, the $4,000 minimum makes it one of the priciest choices per person. Do you really just want a bot that answers questions about policy and time off? Then a HR chatbot is the better buy.

5 15Five: Best for manager coaching and check-ins

15Five is built around weekly check-ins and one-on-ones between formal reviews.

What it does well. It helps managers give regular feedback, not just a yearly review. Perform includes AI help with performance reviews and its AI thought partner. Add-ons bring an AI meeting assistant and coaching for managers.

Key features:

  • Weekly check-ins and one-on-ones
  • AI help with performance reviews
  • AI thought partner
  • Kona meeting assistant and Kona Coach as add-ons

Pricing. There are three plans, all billed yearly. Engage is $4 per user per month (surveys only). Perform is $11 and Total Platform is $16. The Kona meeting assistant is $2 per employee per month. Kona Coach is $19 per manager per month. Compensation starts at $9 per user.

Best for: You, if your main problem is managers who don’t give regular feedback.

Limitations. The add-ons are where it gets pricey. If you only want a yearly review tool, you will pay for coaching features you never use.

6 PerformYard: Best for custom review processes

PerformYard shapes the software around the review process you already have.

What it does well. It is very flexible. You can set your own cycles, rating scales and forms. Every contract includes onboarding, training and a customer support manager just for you. AI features are included.

Key features:

  • Review cycles you set up yourself
  • Your own rating scales and forms
  • Performance and Talent Development plans
  • A customer support manager just for you

Pricing. It costs $5 to $15 per person per month, billed yearly. That goes for both the Performance plan and the Talent Development plan. Bigger companies can get volume pricing.

Best for: You, if you already have a review process you like and want software to run it.

Limitations. The price range is wide, so you won’t get a set price before talking to sales. The page does not say which price gets which AI features.

7 Leapsome: Best for performance plus learning and HRIS

Leapsome was built in Europe. It ties reviews to learning paths and HR records.

What it does well. You buy modules for reviews, goals and OKRs, surveys, learning, pay and a full HRIS. AI agents, workflows, reports and instant feedback come with any module. There is no setup fee.

Key features:

  • Reviews, goals and OKRs, and surveys
  • Learning and compensation modules
  • Full HRIS
  • AI agents included with any module

Pricing. You need a quote. Contracts last at least one year. To get customer success support, you must spend at least $6,000 a year. There is a 14-day free trial with no credit card.

Best for: You, if you want reviews, learning paths and HR records in one system.

Limitations. You can’t compare published prices, since you need a sales call first. Small teams may not spend enough to get customer success support.

Best Performance Management Software for Large Enterprises

Large companies should look at Betterworks for lining up goals and calibration across many teams. Pick Culture Amp if engagement data drives your people plans. Betterworks publishes starting prices from $8 per user per month. Culture Amp is quote only. Both take longer to roll out and need an HR team to run the program.

8 Betterworks: Best for enterprise goals and calibration

In large companies, Betterworks lines up goals and handles calibration across many teams.

What it does well. It runs goals that cascade down through hundreds of managers. It also handles calibration for big teams. Its AI drafts review text, so managers never start from a blank box. On Enterprise, you can turn the AI off to match company policy.

Key features:

  • Goals that cascade down the company
  • Calibration for big teams
  • AI drafts of review text
  • Option to turn off AI on Enterprise

Pricing. Performance is $8 per user per month. Performance plus Talent Intelligence is $9. Enterprise has custom pricing. Setup is priced on its own.

Best for: You, if you run goals that cascade across hundreds of managers.

Limitations. Betterworks itself says it helps most above 500 employees. With fewer than 200 people, the setup work will cost more than you get back. Expect a longer rollout and an HR team to run it.

9 Culture Amp: Best for engagement-led companies

Culture Amp puts performance data next to engagement surveys. It suits companies guided by engagement insights.

What it does well. Engagement data is its biggest strength. Every plan includes its AI Coach, HRIS integrations, SSO and SOC 2 compliance. It sells Engage and Perform on their own.

Key features:

  • Engage and Perform products
  • AI Coach on every plan
  • HRIS integrations and SSO
  • SOC 2 compliance

Pricing. You need a quote. It is billed yearly and priced by headcount, product and service tier. It lists three tiers: under 200 employees, 200 to 999, and 1,000 or more. Each has a different level of support. No prices are published.

Best for: You, if engagement surveys already guide your decisions.

Limitations. People don’t buy it for its performance module. So its review process is not the deepest. Expect a longer rollout.

What the AI Features Actually Do (and Where to Be Careful)

In performance software, AI mostly drafts review text, sums up peer feedback and suggests goals. It also flags biased or vague comments. It saves managers writing time. It does not make fairer decisions on its own. In some states, using AI in job decisions now means you must notify staff by law.

Illinois is the clearest example. Its change to the Human Rights Act (HB 3773) took effect January 1, 2026. It bans employers from using AI that has an unfair, discriminatory effect in decisions like promotion, discipline and firing. It also says employers must tell staff when AI is used. It is unclear whether AI-drafted reviews count. If you have staff in Illinois, ask your lawyer before you turn on AI rating suggestions. And keep a person signing off on every review.

Be just as careful with AI recruiting software that screens job candidates.

How to Choose: Six Checks Before You Sign

Buyer's checklist for performance management software: headcount pricing, minimums, modules, renewals and setup
  1. Price your real headcount, not the headline. Multiply the seat price by every employee who will get a review. Include part-timers if the vendor counts them.
  2. Ask about minimums. Lattice has a $4,000 yearly minimum. Leapsome only gives customer success support if you spend $6,000. Small teams pay the most per person here.
  3. List the modules you need on day one. Reviews plus goals plus surveys can double the price per seat. Only buy what you will use this year.
  4. Check renewal terms. Most contracts are yearly only. Ask for a cap on renewal price increases. Also ask how seats are counted if you grow partway through the contract.
  5. Confirm who owns setup. Betterworks charges for setup. Lattice, Teamflect and PerformYard say setup help is included.
  6. Connect it to your HR data. Check the HRIS integration so new hires come in on their own. Reviews go more smoothly when goals are set during employee onboarding, not months later.

How We Evaluated

We built this guide from each vendor’s own pricing page and product docs, checked in September 2026. We did not run our own tests of review quality. The cost numbers are simple list-price math with yearly billing, before discounts or taxes. No vendor paid to be listed or reviewed this article. Read more in our editorial policy.

The Bottom Line

If you have fewer than 50 people, start with Effy AI’s free plan. Or pick Teamflect if you use Microsoft Teams. Growing companies with 50 to 500 people should compare Lattice and 15Five on the modules they really need. Look at PerformYard if you want to keep your current process. Companies with 500 or more should shortlist Betterworks and Culture Amp and budget for setup.

Frequently Asked Questions

What is the best performance management software?

It depends on your size. Effy AI is the cheapest good choice for small teams. It costs $3 per seat per month, with a free plan for 5 users. Lattice and 15Five suit growing mid-size companies at $10 to $11 per seat. Betterworks is built for companies with over 500 employees. Teamflect is the pick for companies that work inside Microsoft Teams.

How much does performance management software cost per employee?

Published prices run from $3 to about $16 per employee per month, billed yearly. Effy AI starts at $3, Betterworks at $8, Teamflect at $9 and Lattice at $10. 15Five starts at $11 for its Perform plan. Adding goals or engagement modules raises the total. Minimums like Lattice’s $4,000 a year also raise the real cost per person for small teams.

Is there free performance management software?

Yes, for very small teams. Effy AI is free for up to 5 users, with full 360 reviews and no time limit. Teamflect’s Starter plan is free for up to 10 users, but it has no AI features. Leapsome has a 14-day free trial. Teamflect has a 30-day trial on paid plans. Past about 10 people, expect to pay.

How does AI help with performance reviews?

AI drafts review summaries from goals and peer feedback. It turns rough notes into clear text and suggests goals. It also flags vague or biased wording before a review goes out. It saves managers hours each cycle. It should not decide the rating. Keep a manager in charge of every final review. And check local rules like Illinois HB 3773.

What is the difference between a performance management platform and an HRIS?

An HRIS stores employee records, pay and time off. A performance management tool runs reviews, goals, feedback and one-on-ones. Some vendors, like Leapsome and Lattice, sell both. HR suites also include basic review tools. Tools built just for performance usually have better review steps, and they connect to your HRIS.

Does performance management software work for small businesses?

Yes, if you pick a tool without big minimums. For a 20-person team, Effy AI costs about $720 a year and Teamflect Essential about $2,160. Lattice’s $4,000 minimum makes it far pricier per person. Small businesses should look for monthly or pay-per-cycle billing and quick setup. A free plan also lets you test it with real employees first.
