For most buyers, the best AI voice generator is ElevenLabs. It gives you commercial rights and voice cloning from $6 a month. Pick WellSaid for corporate narration with unlimited retakes. Pick Speechify Studio for the cheapest hours on a yearly plan. Pick Google Cloud Text-to-Speech or Amazon Polly if your developers will call an API.

Here is my advice before you compare anything. Look at how much finished audio each plan really gets you for your money. Vendors charge by characters, credits, seconds or download minutes. Those units hide very different prices. A plan that looks cheap can cost you twice as much once you add retakes. And several free or starter plans don’t allow commercial use at all.
I pulled every price below from each vendor’s own pricing page in September 2026. Confirm them at checkout.

What You’re Actually Buying With an AI Voice Generator
An AI voice generator turns a written script into spoken audio using a neural text-to-speech model. You pay for three things. First, output quality. Second, a usage allowance counted in characters, credits or minutes. Third, a license that says where you may publish the result. Cloning a specific voice is usually a higher-plan add-on.
There are two kinds of product. Creator studios like ElevenLabs, WellSaid, Speechify Studio and Murf give you an editor, a voice library and a quota. Cloud APIs from Amazon and Google charge per character with no subscription. But someone has to write code. Comparing other kinds of AI software? Start at our AI tools hub.
You will still see Play.ht, also sold as PlayAI, in older roundups. Meta bought the company in July 2025. Migration guides report the platform shut down on December 31, 2025. So we left it out.
What a 10-Minute Voiceover and a 1-Hour Audiobook Really Cost
At a normal narration pace, a 10-minute voiceover needs about 9,000 characters of script. A 1-hour set of audiobook chapters needs about 54,000. So ElevenLabs Starter covers the voiceover for $6. A full hour needs its $22 Creator plan. The cloud APIs make the same hour for under $2 in raw usage.
We assume 150 spoken words a minute at roughly six characters per word, counting spaces. That is about 900 characters per finished minute. Speechify bills by seconds of output and WellSaid by downloaded minutes. So for those two, the character count doesn’t matter.
| Plan | 10-minute voiceover (about 9,000 characters) | 1-hour audiobook (about 54,000 characters) | Retake cost |
|---|---|---|---|
| ElevenLabs Starter, $6/mo (30,000 credits) | Fits, uses about 30% of the month | Does not fit; needs Creator at $22/mo (121,000 credits) | Every regeneration spends credits |
| ElevenLabs API (v2/v3 models) | About $0.90 | About $5.40 | Billed per character again |
| WellSaid Starter, $19/mo (20 download minutes) | Fits | Does not fit; needs Pro at $49/mo (180 minutes) | Free: generation is unlimited, downloads are metered |
| Speechify Studio Starter, $100/yr (86,400 credits) | 600 credits | 3,600 credits; the plan covers 24 hours a year | Rendering spends credits |
| Fish Audio Plus, $66/yr | Fits | Fits within the stated 200 minutes a month | Spends credits; 15,000-character cap per request |
| Hume Creator, $14/mo (140,000 characters) | Fits | Fits, with about 95 minutes to spare | Spends characters |
| Murf API, Falcon model ($0.01 per 1,000 characters) | About $0.09 | About $0.54 | Billed per character again |
| Amazon Polly, Neural / Generative / Long-Form | $0.14 / $0.27 / $0.90 | $0.86 / $1.62 / $5.40 | Billed per character again |
| Google Chirp 3 HD ($30 per 1M, first 1M free monthly) | $0 inside the free tier, $0.27 after | $0 inside the free tier, $1.62 after | Billed per character again |
This table teaches two lessons. First, retakes decide your real cost. Say you regenerate each paragraph two or three times. Then a 30,000-credit plan acts like a 10,000 to 15,000-credit plan. WellSaid is the exception, because it only counts downloads. Second, the API prices look tiny. But they leave out developer time, and they give you no editor for fixing pacing or pronunciation.
To give you a sense of size, a full eight-hour audiobook is roughly 430,000 characters by our math. That fits inside ElevenLabs Pro ($99 a month, 600,000 credits) with room for retakes. It also fits entirely inside Google’s free million Chirp 3 HD characters for the month.
What Makes the Best AI Voice Generator?
The best AI voice generator gives you natural audio you can legally publish, at a cost you can predict. Check five things. Does your exact plan include commercial rights? How many finished minutes does the allowance equal? How are retakes billed? Where does voice cloning start? Do unused credits expire? Monthly versus annual pricing matters too.
Here is my tip. Divide characters by about 900 to estimate minutes. Then cut that in half if you retake often. Several free plans ban commercial use, so make client work on a paid plan from the start. If you clone a voice, get the speaker’s consent in writing first.

Best AI Voice Generators for Creators and Marketing Teams
If you publish voiceovers, ads, YouTube narration or audiobooks, ElevenLabs is the safest default. Commercial rights and instant cloning start at $6. Speechify Studio is cheaper per hour if you commit to a year. Fish Audio gives the biggest allowance for the money, if you can live with uneven voice quality.
1 ElevenLabs: Best for overall quality and cloning
If you are a creator, ElevenLabs is the safest default. Commercial rights and instant cloning start at $6.
What it does well. It gives natural output and expressive direction tags on the v3 model. Text-to-speech costs one credit per character, so it is easy to predict your costs. Unused paid credits roll over for up to two months.
Key features:
- Commercial license and instant voice cloning, starting on Starter
- Professional voice cloning, starting on Creator
- Expressive direction tags on the v3 model
- Pay-as-you-go API, no subscription needed
Pricing. Free gives 10,000 credits with no commercial license. Starter is $6 a month (30,000 credits). Creator is $22 (121,000 credits, and $11 for the first month). Pro is $99 (600,000), Scale is $299 (1.8 million) and Business is $990 (6 million). Paying annually drops Starter to $5 and Creator to about $18.33 a month. Developers can pay $0.10 per 1,000 characters on v2 and v3, or $0.05 on Flash and Turbo (ElevenLabs pricing).
Best for: You, if you want the most natural output and a plan that grows from $6 to studio volume.
Limitations. If you regenerate all the time, you will watch your credits drain. WellSaid’s unlimited generation suits that habit better.
2 Speechify Studio: Best for the lowest cost per hour on a yearly plan
Speechify Studio is sold apart from the Speechify reading app. It is cheaper per hour if you commit to a year.
What it does well. One credit equals one second of voiceover, so the math is simple. Starter gives you 24 hours of narration a year. That is about $4.17 per finished hour if you use all of it. Both paid plans include commercial rights and voice cloning.
Key features:
- 1 credit for each second of audio
- Commercial rights on paid plans
- Voice cloning on paid plans
- Dubbing and avatar video
Pricing. You get 600 credits on the free plan, with no commercial rights. Studio Starter costs $100 a year for 86,400 credits. Studio Creator costs $300 a year for 345,600 credits (Speechify Studio pricing).
Best for: You, if you make narration on a steady basis and can pay for a year up front.
Limitations. You can’t pay monthly. Dubbing costs three credits per second and avatar video costs 30 credits per second. So on avatars, 86,400 credits last only 48 minutes. We found no rollover terms on the pricing page. Assume unused credits are lost.
3 Fish Audio: Best for a big monthly allowance on a budget
Fish Audio gives you the biggest allowance for the money, if you can live with uneven voice quality.
What it does well. Plus gives 250,000 credits a month for a small yearly price. Fish says that is up to 200 minutes.
Key features:
- Large monthly credit allowance
- A free tier with up to about 7 minutes of audio
- Each request on Plus can be up to 15,000 characters
- Yearly plans from Plus to Max
Pricing. The free tier gives 8,000 credits (up to about 7 minutes). Each request is limited to 500 characters. Plus costs $66 a year for 250,000 credits a month. Pro is $450 a year for 2 million credits. Max is $8,988 a year (Fish Audio plans).
Best for: You, if you need lots of minutes on a small yearly budget.
Limitations. Voice quality is uneven from voice to voice. Plus caps each request at 15,000 characters, so you have to split a long chapter into chunks. It is unclear if you can use free output commercially. The plan table suggests you can. But the FAQ says free users are limited to personal projects. So treat free output as non-commercial. We found no rollover terms, so assume unused credits are lost.
4 Hume: Best for voice design from a text prompt
With Hume, you can describe a voice in words and it designs a new one for you.
What it does well. You can create an original brand voice. You don’t have to pick from a library.
Key features:
- Design a voice by describing it in words
- Control delivery with prompts
- Character-based plans
- Commercial license, starting on Creator
Pricing. Free covers 10,000 characters a month. Starter costs $3 for 30,000. Creator costs $14 a month ($7 for the first month) for 140,000 characters. Extra use costs $0.15 per 1,000. Pro is $70 for 1 million characters (Hume pricing).
Best for: You, if your brand wants an original voice.
Limitations. Free and Starter don’t include a commercial license. That starts at Creator. Hume guides delivery with prompts, which takes practice. So you don’t get fine control over each word.
Best AI Voice Generators for Corporate and Training Content
For training modules, explainers and internal video, WellSaid is the strongest pick. Generation is unlimited, and you only pay for downloaded minutes. Murf suits teams that build voiceover on slides and video timelines. But confirm its studio plan limits at checkout, because they didn’t show on its pricing page.
5 WellSaid: Best for corporate and training narration
If you make training modules, explainers or internal video, WellSaid is the strongest pick.
What it does well. Every paid plan includes unlimited generation and full commercial rights. You only pay for downloaded minutes. So if you rework a line ten times, you pay nothing extra until you export.
Key features:
- Generate as much as you want on paid plans
- You only pay for download minutes
- Full commercial rights on paid plans
- Per-user Business plan
Pricing. The free plan has 3 download minutes and no commercial rights. Starter is $19 a month for 20 download minutes, or $120 a year for 240 minutes. Pro is $49 a month for 180 minutes, or $396 a year for 2,160 minutes. Business is $160 per user per month, billed at $1,920 a year. It gives 2,880 minutes per user each year (WellSaid pricing).
Best for: You, if your scripts go through review rounds and you need steady, clear narration.
Limitations. Emotional or character acting is not its strength. It gets pricey if you need hours of audio a month on a small budget. Business is priced per user, so a three-person team pays three times.
6 Murf: Best for slide and video voiceover teams
If your team builds voiceover on slides and video timelines, Murf is a good fit.
What it does well. You can build narrated slide decks and videos inside one timeline. Its API has a low price per character and needs no subscription.
Key features:
- Add voiceover right on slide and video timelines
- Falcon and Gen 2 API models
- $10 of free API usage every month
- Studio plans for teams
Pricing. The API costs $0.01 per 1,000 characters on the Falcon model and $0.03 on Gen 2. You get $10 of free usage every month. Third-party trackers report Studio Creator at $19 a month billed yearly ($29 monthly). They say it gives about 24 hours of generation a year, counted per year instead of per month (Murf pricing).
Best for: You, if you build narrated slides and videos, or if you are a developer who wants a cheap API without a subscription.
Limitations. The Studio plans didn’t load on the pricing page when we checked. We couldn’t confirm the reported Studio prices at the source. So check your exact allowance at checkout before you commit.
Best AI Voice Generator APIs for Developers
If your team writes code, the cloud APIs are far cheaper per minute than any studio subscription. Google Cloud Text-to-Speech wins for small and medium volume, thanks to a free tier that renews every month. Amazon Polly suits AWS shops that want four clear price points.
7 Google Cloud Text-to-Speech: Best for developers who want a renewing free tier
Google Cloud Text-to-Speech wins for small and medium volume. Its free tier renews every month.
What it does well. Do you make under a million premium characters a month? That is roughly 18 hours of audio, and it costs you nothing. Cloud APIs are far cheaper per minute than any studio subscription.
Key features:
- Voice types: Standard, WaveNet, Neural2, Chirp 3 HD and Studio
- Instant custom voice
- Monthly renewing free tier
- Gemini TTS models, billed by tokens
Pricing. Google charges $4 per million characters for Standard and WaveNet voices. It charges $16 for Neural2, $30 for Chirp 3 HD, $160 for Studio voices and $60 for instant custom voice. Each month, your first 4 million Standard or WaveNet characters are free. So is your first 1 million for Neural2, Chirp 3 HD and Studio. Gemini TTS models bill by tokens. They start at $0.50 per million input tokens and $10 per million audio output tokens (Google pricing).
Best for: You, if you are on a developer team working at small or medium volume.
Limitations. Someone on your team has to manage a cloud project and API keys. Check Google’s terms for commercial use.
8 Amazon Polly: Best for high-volume apps on AWS
If you are an AWS shop that wants four clear price points, Amazon Polly fits.
What it does well. It handles IVR prompts and article narration at volume. Pricing is simple and based on characters.
Key features:
- Voice types: Standard, Neural, Generative and Long-Form
- Pay per character
- Free tier for the first 12 months
- Runs inside AWS
Pricing. Polly charges $4 per million characters for Standard voices, $16 for Neural, $30 for Generative and $100 for Long-Form. Each month, the free tier covers 5 million Standard, 1 million Neural, 500,000 Long-Form and 100,000 Generative characters (Amazon Polly pricing).
Best for: You, if your team is on AWS and needs IVR prompts or article narration at volume.
Limitations. The free tier only lasts for the first 12 months. Check AWS terms for commercial use.
How to Choose: Six Checks Before You Pay

- Confirm commercial rights on the exact plan. ElevenLabs Free, Speechify’s free plan, WellSaid Free and Hume Free and Starter don’t allow commercial use. Make client work on a paid plan from the start.
- Turn the allowance into minutes. Divide characters by about 900. Or read seconds and download minutes directly. Then cut it in half if you retake often.
- Check whether credits expire. ElevenLabs rolls unused credits over for up to two months. We found no rollover terms on Speechify’s or Fish Audio’s pricing pages. So assume unused credits are lost.
- Watch the monthly versus annual gap. WellSaid Starter is $19 monthly but $10 a month billed yearly. The cheap price in big print is often the annual one.
- Count seats. WellSaid Business is priced per user. So a three-person team pays three times.
- Get consent in writing before you clone. ElevenLabs checks professional voice clones with a voice captcha to confirm the samples are your own voice. That protects the vendor, not you. Tennessee’s ELVIS Act has been in effect since July 1, 2024. It bans using AI to copy an artist’s voice without permission. Do you publish to EU audiences? Article 50 of the EU AI Act has applied since August 2, 2026. It adds marking and disclosure duties for synthetic audio.
How We Evaluated These Tools
We built this guide from each vendor’s own pricing page and docs, checked in September 2026. We compared starting price and how many finished minutes the allowance equals. We also compared how retakes are billed, where commercial rights and cloning begin and whether credits expire.
We did not run our own listening tests or benchmarks. So we make no claims about which voice sounds best in a blind test. We dropped LOVO because its pricing page showed a “deployment paused” error when we checked. We dropped Play.ht because it has shut down. No provider pays for placement. Read our editorial policy for more.
The Bottom Line
For most people, ElevenLabs is the best AI voice generator. You get commercial rights and cloning from $6, clear per-character credits and room to grow. Pick WellSaid if your scripts go through many revisions, because you only pay for downloads. Speechify Studio gives the lowest cost per hour if you can commit to a year. Fish Audio stretches a small budget the furthest. If you are a developer, start with Google Cloud Text-to-Speech. Its monthly free tier covers many small projects completely.
Frequently Asked Questions
What is the best AI voice generator right now?
ElevenLabs is the best choice for most buyers. Its Starter plan costs $6 a month. It includes 30,000 credits, a commercial license and instant voice cloning. Text-to-speech costs one credit per character. WellSaid is better for corporate narration with many revisions. Google Cloud Text-to-Speech is better for developers who need low cost at volume.
How much does an AI voiceover cost per minute?
Say you use about 900 characters per minute. Then a minute costs roughly $0.09 on the ElevenLabs API. It costs $0.03 on Google Chirp 3 HD after its free tier, and $0.014 on Amazon Polly Neural. Subscription plans work out differently. Speechify Studio Starter comes to about $4.17 per hour if you use the whole yearly allowance.
Can I use AI-generated voices commercially?
Only if your plan gives you commercial rights. ElevenLabs includes them from Starter at $6 a month. Speechify Studio includes them from its $100-a-year Starter. WellSaid includes them from Starter, and Hume from Creator at $14 a month. Free plans at ElevenLabs, Speechify, WellSaid and Hume don’t allow commercial use. So upgrade before you make client or monetized work.
Is AI voice cloning legal?
Cloning your own voice is generally legal. So is cloning a voice you have written permission to use. Cloning someone without consent can break right-of-publicity laws. Tennessee’s ELVIS Act, in effect since July 1, 2024, covers AI copying of a person’s voice. ElevenLabs only allows professional clones of your own voice. It checks this with a live voice captcha.
Do I have to disclose that a voice is AI-generated?
In the EU, Article 50 of the AI Act has applied since August 2, 2026. Providers must mark synthetic audio in a way machines can read. Deployers have disclosure duties for deepfake content. Some providers had systems on the market before that date. They have until December 2, 2026 for the marking rule. Check local rules elsewhere.
What is the best free AI voice generator?
If you are a developer, Google Cloud Text-to-Speech is the most generous. You get up to 4 million Standard or WaveNet characters and 1 million premium characters free each month. It renews monthly. If you don’t code, ElevenLabs Free gives 10,000 credits a month. That is about 11 minutes of audio. But you can’t use free output commercially.
