Best PEO Services for Small Business: 8 Picks and What They Really Cost

Best PEO Services for Small Business: 8 Picks and What They Really Cost
Why you can trust this guide: we take every price straight from the vendor website, we tell you when a price is not published, and no vendor pays to be listed or ranked. Some links may earn us a commission at no extra cost to you. How we make money.

The best PEO for most small businesses is Justworks. It is one of the few PEOs that posts its price: $79 per employee a month, or $124 with health benefits. Pick TriNet or Insperity for hands-on HR help. Pick ADP TotalSource or Paychex for a big payroll brand. Choose Rippling PEO for startups, and Deel or Remote if you also hire abroad.

Quick answer card: Justworks is the best PEO service for most small businesses at $79 or $124 per employee a month.

A PEO can give your team big-company health plans and take payroll, taxes and HR rules off your plate. But most PEOs will not tell you what they cost until you sit through a sales call. That makes it hard to compare them. So this guide puts the real numbers first, and it says plainly when a company only gives quotes.

I pulled every price from each vendor’s own pricing or product page in October 2026. Of the 8 PEOs below, only 3 publish a per-employee price. The other 5 are quote-only, and I did not guess their prices. Keep in mind that the PEO fee is not your full bill. Payroll taxes, insurance premiums and workers’ comp are extra.

This guide is part of our best business software series, which maps the whole small business stack.

What Is a PEO?

A PEO, or professional employer organization, becomes the co-employer of your staff. It runs payroll, files payroll taxes, offers health and retirement plans and helps with HR rules. You still hire, fire and manage your people day to day. Because the PEO pools many small firms together, it can often get better benefit plans than you could alone.

This setup is called co-employment. The PEO becomes the employer of record for tax and benefit purposes. You stay in charge of the work. That is the big difference from a payroll app like Gusto. A payroll app runs the checks, but you are still the only employer, so you shop for health plans on your own.

Some PEOs are certified by the IRS. A certified PEO, or CPEO, has passed IRS checks on its finances and records. You can look up any company on the IRS list of certified PEOs. Justworks, TriNet and ADP TotalSource each say on their own sites that they are IRS-certified.

What Makes the Best PEO Service?

The best PEO gives your team good health plans, runs payroll and taxes without errors, and tells you what you will pay. Check five things. Does it post a price or only quote? What is extra on top of the fee? Is it IRS-certified? Does it cover every state you hire in? And how hard is it to leave?

We compared each PEO on those points using its own pricing and product pages. We also read the top-ranking PEO reviews to see what they got wrong. A few big lists show Justworks at $50 a month plus $8 per person. That is its payroll-only plan, not its PEO. Some lists also post “average” prices for quote-only PEOs that the vendors never publish. We left those guesses out.

Best PEO services by use case: Justworks best overall, Insperity for hands-on HR, Rippling PEO for startups and Deel for US plus global hires.

Best PEO for Small Businesses Overall

Justworks is the best PEO for most small businesses. You can see the price before you talk to anyone: $79 per employee a month for PEO Basic, or $124 for PEO Plus with health benefits. There is no base fee and no setup fee, and support is open 24/7.

1 Justworks: Best for clear, posted pricing

If you want PEO benefits without a long sales process, start with Justworks.

What it does well. Justworks lets you compare plans on one page and sign up without guessing. It runs payroll, handles compliance and gives you HR tools. PEO Plus adds medical, dental and vision plans, plus HSA and FSA accounts. Justworks says its PEO is IRS-certified and ESAC-accredited.

Key features:

  • Payroll and tax filing for all employees
  • 401(k) and access to workers’ comp
  • Medical, dental and vision on PEO Plus
  • 24/7 phone, email and chat support
  • No implementation fee

Pricing. PEO Basic is $79 per employee a month. PEO Plus is $124 per employee a month and adds health plan admin, HSA and FSA accounts, mental health and fertility benefits. Neither plan has a base fee. Add-ons include time tracking at $8 per employee a month and dedicated HR consulting at $30 per employee a month. If you don’t need a PEO, the Payroll plan is $50 a month plus $8 per employee. The pricing page lists no free trial and no yearly discount. Your share of insurance premiums is extra. See Justworks pricing.

Best for: You, if you run a team of a few people up to a few dozen and want to know your cost up front.

Limitations. Health plans only come with PEO Plus, so most teams will pay $124, not $79. You get fewer hands-on HR advisors than with Insperity or TriNet. And the 24/7 support is mostly online, not a single named rep.

Best PEOs for Hands-On HR Support

TriNet and Insperity are the best picks if you want real HR people helping you, not just software. TriNet serves 22,000+ businesses and offers help by industry. Insperity has run PEO services since 1986 and gives you a named HR team. Both only share prices after a quote.

2 TriNet: Best for industry benefits and compliance

Want deep benefits and help with HR risk? Look at TriNet.

What it does well. TriNet pairs an HR platform with advisors. It covers payroll, benefits, compliance and risk. Risk help includes workers’ comp and employment practices liability insurance (EPLI). TriNet says it processed about $70 billion in payroll in 2025. It is ESAC-accredited since 1995 and IRS-certified.

Key features:

  • Medical, dental, vision and 401(k) plans
  • Workers’ comp and EPLI coverage
  • HR platform with employee self-service
  • Hiring in 150+ countries via a partner
  • HR Plus option if you don’t want a PEO

Pricing. TriNet does not publish prices. Its PEO page says you pay a per-employee, per-month fee. Benefits, workers’ comp, payroll taxes and add-ons are charged on top. The price depends on your company size and state. You have to ask for a quote. See how TriNet prices its PEO.

Best for: You, if you run a growing business in a field with strict rules and want solid benefits and risk cover.

Limitations. You can’t compare its price with others until you get a quote. Global hiring runs through a partner, not TriNet itself. And very small teams may find the sales process heavy.

3 Insperity: Best for high-touch HR service

If you want an HR team you can call by name, Insperity puts people first.

What it does well. Insperity has been around since 1986 and has 80+ locations across the US. Its full PEO is called HR360. It mixes HR software with HR advisors and benefits. You also get a training center with 100+ learning paths for your staff and managers.

Key features:

  • HR360 full-service PEO
  • Insperity Premier HR platform
  • HR consulting from experienced advisors
  • Training center with 100+ learning paths
  • HRScale option for firms on Workday

Pricing. Insperity does not publish prices. You call sales or fill in a form to get a quote. Review sites print guesses, but we could not confirm any price on Insperity’s own site. See Insperity HR360.

Best for: You, if you have no HR person and want experts to guide you on hiring, policies and training.

Limitations. No posted price makes it hard to budget. Its service-heavy model can cost more than a tech-first PEO. And if you only need payroll and benefits, the extra help may be more than you use.

Best PEOs From Big Payroll Brands

ADP TotalSource and Paychex PEO are the best picks if you want a PEO from a huge payroll company. ADP TotalSource is IRS-certified since 2017. Paychex gives you a support team with a named advocate and HR partner. Both are quote-only, so ask for a full cost breakdown.

4 ADP TotalSource: Best for growing businesses

If you want a PEO from a giant payroll brand, call ADP.

What it does well. TotalSource handles payroll, taxes, benefits, workers’ comp and HR compliance in one place. It helps you stay compliant across many states. ADP says TotalSource has been IRS-certified since 2017 and ESAC-accredited since 1995.

Key features:

  • Medical, dental, vision, 401(k) and EAP
  • Pet wellness benefits
  • Workers’ comp management
  • Time and attendance tracking
  • Multi-state compliance help

Pricing. ADP does not publish TotalSource prices. It says each quote depends on your team size, your workers’ comp risk and where your people work. You ask sales for a cost review. See ADP TotalSource.

Best for: You, if your team is growing across states and you want a well-known, certified PEO.

Limitations. You can’t compare prices without a sales call. Quotes change with your workers’ comp risk, so two similar firms may pay very different fees. Its software can feel less modern than Rippling’s.

5 Paychex PEO: Best for a dedicated support team

Want named people who know your account? Paychex gives you a team.

What it does well. Paychex assigns you a Client Advocate, an HR Business Partner, a Payroll Specialist and a Safety Specialist. It runs payroll and tax filings and gives you access to pooled benefit plans. Paychex says it has 30 years of PEO experience.

Key features:

  • Named support team for your account
  • Payroll and tax filing
  • Pooled health benefits
  • Workers’ comp admin and safety programs
  • HR compliance help and records

Pricing. Paychex does not publish PEO prices. You call sales or ask for a quote online. See Paychex PEO.

Best for: You, if you want the same few people to handle your payroll, HR and safety questions.

Limitations. No posted price. Its PEO page did not say whether it is IRS-certified, so check the IRS list yourself. Plans and names can be confusing, so ask exactly which service your quote covers.

Best PEO for Startups

Rippling PEO is the best pick for startups that expect to outgrow a PEO. It runs on the same Rippling system you would keep later. Rippling says you can move off the PEO with one click and keep your HR and payroll data. The PEO price is quote-only.

6 Rippling PEO: Best for startups that plan to grow out of it

If you want a PEO now and your own plans later, try Rippling.

What it does well. Rippling PEO pairs a PEO with Rippling’s HR, IT and payroll software. You get benefits, compliance help and payroll in one system. When you are ready to leave the PEO, Rippling says you can do it with a click. Your data stays where it is.

Key features:

  • Payroll at no extra cost with the PEO
  • Medical, dental, vision and commuter benefits
  • Automatic state tax registration
  • SHRM and PHR-certified HR experts
  • One-click move off the PEO

Pricing. Rippling says its platform starts at $8 per user a month. Its PEO price is not published. You pick the products you want and Rippling sends a custom quote. Some products also have a monthly base fee. See Rippling pricing.

Best for: You, if you run a startup that wants good benefits today and may bring HR in-house later.

Limitations. The $8 figure is for the platform, not the PEO, so your real cost will be higher. Its PEO page did not say whether it is IRS-certified. Quotes add up as you add more Rippling products.

Best PEOs for Teams Hiring in the US and Abroad

Deel and Remote are the best PEOs if you hire in the US and in other countries. Both post their prices. Remote PEO starts at $99 per employee a month. Deel PEO costs $125 per employee a month and covers all 50 states. Both also sell employer of record (EOR) service for hires abroad.

7 Deel PEO: Best for one system for US and global hires

If you hire in the US and abroad, Deel puts it all in one place.

What it does well. Deel PEO covers all 50 states. It runs payroll, files taxes and gives you an HR Business Partner. Health plans come from Aetna and Kaiser Permanente, and you also get a 401(k). Support runs 24/7 by chat, email, phone and Slack.

Key features:

  • Payroll and tax filing in all 50 states
  • Aetna and Kaiser health plans
  • EPLI coverage and leave management
  • Dedicated HR Business Partner
  • EOR for hires in other countries

Pricing. Deel PEO is $125 per US employee a month. Deel says there are no separate platform, payroll or benefits admin fees. Plans are month-to-month. Right now Deel gives 3 months of free platform fees on PEO deals of 2 years or more, signed between July 15 and December 31, 2026. If you leave early, you pay that credit back. EOR is $599 per employee a month. See Deel pricing.

Best for: You, if you hire in the US now and plan to hire in other countries too.

Limitations. At $125, it costs more than Justworks PEO Plus and Remote. The free-months deal locks you in for 2 years. Its PEO pages did not say whether it is IRS-certified.

8 Remote PEO: Best for the lowest posted PEO price

If you want a posted PEO price under $100, Remote is the lowest we found.

What it does well. Remote PEO acts as co-employer for your US team. It runs payroll across states and registers and manages your state payroll tax accounts. It offers benefits by state and gives you HR and compliance help. Remote also sells EOR and global payroll if you grow abroad.

Key features:

  • Multi-state payroll
  • State tax account setup and upkeep
  • Benefits packages by state
  • HR and compliance support
  • EOR in 90+ countries

Pricing. Remote PEO starts at $99 per employee a month. It is billed in US dollars and needs a US bank account. Remote’s EOR is $699 per employee a month, and global payroll is $29 per employee a month. The pricing page lists no free trial. See Remote pricing.

Best for: You, if you want a lower posted PEO fee and may hire outside the US later.

Limitations. “Starts at” means some teams will pay more, so get your exact quote. Remote is newer to US PEO than TriNet or ADP. Its PEO pages did not say whether it is IRS-certified.

Tools We Left Out, and Why

You will see these on other lists. Here is why they are not in our top 8.

  • Gusto. Gusto is a payroll and benefits app, not a PEO. It does not co-employ your staff. We could not confirm a partner PEO offer on Gusto’s own site. If you only need payroll, see our Gusto alternatives guide with real per-person fees.
  • Justworks Payroll. Some reviews list it as the Justworks PEO price. It is $50 a month plus $8 per employee, but it does not include PEO benefits.
  • EOR-only services. An EOR hires people for you in countries where you have no company. It is not built for a US team. Prices show the gap. Deel EOR is $599 and Remote EOR is $699 per employee a month.

What 10 Employees Pay in PEO Fees for a Year

For 10 people, a year of PEO fees costs $9,480 on Justworks PEO Basic and $11,880 on Remote. Justworks PEO Plus with health plans costs $14,880. Deel costs $15,000, or $11,250 in year one with its 3 free months on a 2-year deal. Quote-only PEOs are left out.

This math uses each posted monthly fee times 10 people times 12 months. It does not include payroll taxes, insurance premiums, workers’ comp or add-ons. Those are extra with every PEO.

PEO plan Fee per employee a month 10 employees for a year
Justworks PEO Basic $79 $9,480
Remote PEO $99 (starting) $11,880
Justworks PEO Plus $124 $14,880
Deel PEO $125 $15,000
Deel PEO, year one with promo $125, 9 paid months $11,250
Gusto Plus (payroll only, not a PEO) $80 base + $12 $2,400

Look at the Gusto row. A payroll app costs far less. What you pay the PEO for is access to its health plans, its HR help and its shared legal risk. If you don’t need those, a PEO may not be worth it.

How to Choose a PEO Without Overpaying

Buyer's checklist for choosing PEO services: ask for the full bill, get several quotes, price the plan you use, check IRS status and exit terms.
  • Ask for the full bill. Get the admin fee, insurance premiums, workers’ comp and payroll taxes as separate lines. The admin fee alone hides most of the cost.
  • Get two or three quotes. Five of our 8 picks are quote-only. Use Justworks, Remote and Deel’s posted prices as your yardstick.
  • Price the plan you will use. Most teams want health plans. At Justworks, that means PEO Plus at $124, not Basic at $79.
  • Check IRS certification. Look the PEO up on the IRS list of certified PEOs before you sign.
  • Read the exit terms. Ask how long the contract runs and what leaving costs. Deel’s free months, for example, must be paid back if you leave a 2-year deal early.
  • Match your states and countries. Make sure the PEO covers every state you hire in. If you hire abroad, look at Deel or Remote.

How We Evaluated These Tools

We compared each PEO using its own pricing page, PEO product page and plan details, checked in October 2026. We also read the top-ranking reviews of the best PEO services to find stale or wrong prices. We looked at posted prices, what costs extra, benefits, IRS certification claims, states covered and how easy it is to leave. When a vendor does not publish a price, we say so and do not guess. We did not run our own tests or buy these services, and feature claims come from the vendors. No vendor pays to be listed. Read our editorial policy to learn more.

Frequently Asked Questions

How much does a PEO cost for a small business?

Of the PEOs we checked, posted fees run from $79 to $125 per employee a month. Justworks PEO Basic is $79, Remote starts at $99, Justworks PEO Plus is $124 and Deel is $125. TriNet, Insperity, ADP, Paychex and Rippling only give quotes. Payroll taxes, premiums and workers’ comp are extra.

Is a PEO worth it for a small business?

A PEO is worth it if you want better health plans than you can get alone and you have no HR person. If you only need payroll, a payroll app is much cheaper. For 10 people, Gusto Plus costs $2,400 a year, while Justworks PEO Basic costs $9,480.

What is the difference between a PEO and an EOR?

A PEO co-employs staff for a company that already has its own US business. An EOR is the full legal employer, often in a country where you have no company. Deel’s US PEO is $125 per employee a month, while its EOR is $599. Remote’s EOR is $699.

Is Gusto a PEO?

No. Gusto is a payroll and benefits app. It does not co-employ your staff, so you remain the only employer. Gusto Simple costs $49 a month plus $6 per person. If you want a PEO with posted prices, look at Justworks, Remote or Deel instead.

What is a certified PEO (CPEO)?

A CPEO is a PEO that the IRS has certified after checking its finances and records. You can search the IRS public list of certified PEOs. Justworks, TriNet and ADP TotalSource say on their own sites that they are IRS-certified. Ask any other PEO to show you its listing.

What is the downside of a PEO?

The main downsides are cost and less control. You pay a per-employee fee on top of taxes and premiums. You also use the PEO’s benefit plans and HR rules. Leaving can mean moving your team to new health plans. Some deals, like Deel’s promo, lock you in for 2 years.

Can you leave a PEO?

Yes, but plan ahead. You will need your own payroll setup and new benefit plans. Read the contract for notice rules and fees. Rippling says you can move off its PEO with one click and keep your data. Deel plans are month-to-month unless you take its 2-year promo.

Which PEOs publish their prices?

Only three of our picks post a PEO price. Justworks charges $79 or $124 per employee a month. Remote starts at $99. Deel charges $125. TriNet, Insperity, ADP TotalSource, Paychex and Rippling PEO are quote-only, so you need to talk to sales to learn the cost.
